01 - The Place

The last great coastline
in the Caribbean.

Montecristi is the most historically significant point of entry in the Dominican Republic - the first landing site in the Caribbean, birthplace of the island's first railroad and first telephone line.

The Northwest Coast

Montecristi

Montecristi is not just a location. It was not chosen by chance. It is one of the last truly extraordinary opportunities in the Caribbean - a place where nature, scale and vision converge. Alba Bay is being built here because nowhere else offers what Montecristi can.

Within the Alba Bay perimeter - 36 million m²
450+Sunken galleons lie off this coast - still unexplored
70+ kmMangrove wetlands - a Ramsar Site of international importance

02 - The Vision

In Alba Bay, wellness isn't a luxury
- it's the foundation of everyday life.

Alba Bay is built around one idea: that well-being should be the foundation of a city, not a luxury layered on top of it. The world is moving toward wellness - Alba Bay is the first city designed entirely around it, from the first street to the last trail.

What a wellness & sustainable city means - in practice

It is not a marketing label. It is a design mandate - six principles written into the master plan and the Environmental License that govern every decision on site.

03 - The Opportunity

A market with
extraordinary momentum.

The Dominican Republic is among the fastest-growing economies in the hemisphere - and its tourism engine has surged past every pre-pandemic record. In 2025 the country welcomed 11.68 million non-resident visitors, up from 7.13 million in 2019.

And the fiscal math is exceptional - a tax-free regime

Alba Bay sits inside a special border-development regime. Under Law 12-21 - CCDF Border Company Classification and the CNZFE Eco Free Zone, the developer and qualifying operators receive a near-total exemption from national taxes.

Full exemptions on income, VAT (ITBIS) on inputs & machinery, selective consumption and real-estate transfer taxes - plus exemption from import tariffs on machinery and equipment, and Eco Free Zone customs advantages just 25 minutes from the nearest seaport for 24-hour cargo transit to U.S. ports. For a sophisticated investor, this changes the math entirely. See the signed approvals ↗

04 - The Project

A city built at
a scale of its own.

Master-planned by Arquitectonica - one of the most recognised urbanism firms in the world - across more than 36 million m² of privately held land. Six interconnected districts, seven phases, twenty years.

05 - Inside the Master Plan

Key strategic components
of our wellness city.

Beyond the residential districts, Alba Bay integrates a full system of hospitality, leisure, wellness, education and infrastructure - each one named in the Environmental License and the Ministry of Tourism Master Plan Approval, and rendered scene by scene.

06 - Approvals & Legal Framework

Six government institutions.
One signed mandate.

These are not letters of intent. They are signed, official documents from the highest levels of the Dominican government. No other private development in the northwest of the country has assembled this regulatory package. Select any approval for the full detail.

07 - About

Built by people who
build to endure.

Bretagne Holding Limited is the developer and legal title holder behind Alba Bay - holding full ownership of 90 registered land parcels totaling over 36 million m², and the direct beneficiary of every institutional approval that underpins the project.

It is backed by the Canada-Israel Private Group - principal shareholders of one of Israel's largest real-estate developers, with landmark projects across Israel, Europe and the United States - alongside a select group of leading international investors and entrepreneurs who have built and scaled companies on a global stage.
